Enable Libraries to define what Item Statuses cannot be requested in the SDA
Libraries can determine which Item Statuses cannot be requested in WebPac/Encore. In the SDA all item statuses are available for item or title level requests. There is no pop-up to alert Staff that there are no available copies. For various reasons, Staff continue to place holds on titles with no available copies.

Benefits to Staff include providing consistent request behaviours in the SDA and WebPac/Encore environment. We try to discourage Staff from placing staff-assisted holds, but customers begin to rely on Staff request/hold processes that cannot be performed in the catalogue.
Staff continue to place holds on bibs with no available (circulating) items. They simply make mistakes (pick the wrong bib record because the hold queue looks shorter).
The Library would like to determine retention policies based on their workflows and collection development practices. This setting forces us to purge missing and lost & paid items sooner than we might otherwise.
Re-opened at the Sierra Working Group's request to consider this idea for the next Sierra enhancement cycle.
