    It's on behalf of another library, Brandeis (which doesn't use Sierra, btw), wanting to interact with the state's shared Commonwealth Catalog. For whatever reason, Brandeis is only capable of sending a RequestItem message with the ISBN as the BibliographicItemIdentifier. Since Sierra's NCIP can't parse that, Brandeis can't borrow anything from Minuteman libraries (which do use Sierra) because they are their closest neighbors and there's a bunch of them.
