   The implementation of JasperReports that Sierra uses internally does not support alt tags for images, even if the proper JasperReports XML tags have manually added to the JRXML files, making it impossible to create fully accessible e-mail notices that contain images.

   Because Circulation Overrides, Circa, Decision Center, Admin Corner and possibly more still require the legacy Sierra account, it isn't as simple as just not giving out the passwords if users still need access to those functions.
