    Not all libraries have Hoopla or have the staff to maintain it. It would be a frustration to patrons to see it in the catalog, but be told they don't have access.

    In a consortia, each library needs to be able to set their own permissions and not every staff member within a library needs to have that permission. The director should decide who should have permission to make changes.
