    To be clear, this enhancement would be only for items on the same bib record. We do allow holds on the same title but different format. Each format has it's own bib record.

    As others have already said, this logic for matching needs to be enhanced. Editing MARC records to change the title is not a best practice in any way. There needs to be more fields involved to establish a match.
