This is a big deal for us as well, and we can't use the new Checkout Limit table until we can group. I think a behavior similar to Loan Rules is needed here where you can do itypes like 1-3 or 1,3,5. We have two itypes for video games, one for games with more mature ratings and one for family friendly games, and they need to be grouped to allow only five of the combined game types.
This would also be useful as a permission, to hide the setting from some staff, but allow it for supervisors or circulation managers. The Options group would work as well I suppose, but 90% of our staff are under one option group so controlling it at a permission level may be more flexible of a change.
