I'm a bit shocked to see that this was submitted in 2023 and is still in the "Under Review" status. This block should be a configurable setting.
Our library experiences the same issues with patrons finding workarounds for our checkout limits. This is especially a concern with new and popular items that never make it to our shelves due to the same patron checking it out and holding it.

I think another good way to address this might be a color picker. There could be a site setting to determine how a default color is assigned (category, audience, format), and a color picker on the event management page that allows you to override the default color with any color you select.
Our library uses colors to denote the librarian in charge of the event to help our staff with directing inquiries, since all the other info is readily available on the event page. Those are generally aligned with our categories, though there are instances where it's not aligned. A color picker would be a great way for us to manage this rather than a default setting, since we assume most libraries aren't doing it this way.
