If a patron searches within your library's view of the catalog, it defaults to their home library. However, if a patron is simply searching from the main catalog and not selecting their home library's view of the catalog, then it should still default to their home library or not select a library.

We need to be able to see full bibliographic information in item records. Currently we can't see the majority of what we should be getting from bib records, and it's quite frustrating.

This seems to be a bug when searching from the main library catalog. Searching from my library's view of the catalog hasn't presented this issue. It defaults to bringing you to the top of the next search result page. I will agree that being able to move between pages should be an option from the top and bottom of the page.
