This would be useful if a customer leaves a lost item at the library or we need to communicate information about an account to other staff. For example, a customer checks out with their ID and a window pops up to let us know they left their card behind last visit so we can reunite them right then. The NOTES link does get highlighted when notes are present, but they aren't always noticed and I'm sure others don't always either. The pop-ups are helpfully in your face.
