   We have tens of thousands of staff-owned record sets that staff have deleted that are locked into our system for perpetuity because 1) Admin cannot purge these record sets as they are staff-owned, and 2) staff do not have a way to assess their deleted records sets (so they can modify their ownership over to system ownership).
   Virtually every item and every bib in our collection has a MINIMUM of 5 obselete, unremovable record sets linked to them.
