1. INN-Reach OPAC shows items as available when bib-level holds exist in local system

   Currently, items on records that have local bib-level holds show as "available" rather than having a hold status of "1 HOLD" or "5 HOLDS" in the INN-Reach OPAC. Patrons are not aware that there is a local bib-level hold since that only shows in the item's local OPAC.

   When a patron tries placing a request in the INN-Reach OPAC on an 'available' item with a local bib-level hold, they are blocked from requesting. This is confusing to patrons since they see the item as "available" and do not understand why they can't place a hold. Items with local item-level holds already show a hold status which helps them clearly identify that a hold cannot be placed. Similar functionality should be enabled for items with local bib-level holds.
