That's a good question. Not sure I have a great answer.
I was thinking this wouldn't be something that needs to be applied to all material types but could be turned on by material type if desired.
The majority of Bibs have 1 material type in my experience, perhaps if a bib has multiple material types, the hold limit does not take effect.
