I'd like to second this, and also thank Emma for making this post and bringing the situation to my attention months ago. I frequently run into this issue when resetting passwords. Attempting to log the staff member in on the client will return an error message that explains they are locked out, but logging in on Leap (which is what most libraries in our consortium use) will give this inaccurate "incorrect password" message that wrongly gives both of us the impression that the password reset didn't take.
(We are also using standard authentication and not OAUTH.)

I agree with Carl Ratz and Lynn Reynish (this should be a configurable setting) and Eric Young (patrons can't place holds through Leap, staff should be able to override a fine block), but otherwise yes, this is kind of ridiculous that we can't already do this? We have one patron who has been submitted to collections but is still able to place holds through the PAC. There's no way any staff member would let them check out, so why let them place the holds? I think ideally this would work like the Polaris SelfCheck blocking conditions, where branches can choose whether or not to block the hold if the patron has money owed, and if so how much money needs to be owed before it becomes an issue.
