Our bug is that for a record such as one pictured in the screenshot where there IS volume info entered in the item record and the bib. record IS cataloged as a Serial, it still never prompts the user to select which volume they want, regardless of which Place Hold button is used.

This is critical for us as a consortium, since as it stands, our libraries can't construct a new titles saved list, since it includes items that are not new for them or in some cases roll-ups where they don't even own the version of the edition that is new in that case. Please allow for this option for consortia!
