Always allow item-level holds in PAC
It would be incredibly useful for our patrons if we could still allow item-level holds from the PAC for those items which are not serials or multi-part sets. We want to limit holds for serials and multi-parts using the current functionality in Polaris because it will serve our patrons better, but other functionality should not be taken away in order to do so.
Currently, in the Requests parameters, unless the box is checked for 'Allow item requests from PAC,' item-level holds cannot be placed on all items. If 'Limit item requests to first available copy' is checked, and any of the boxes below that are checked ('Allow requests on serials in PAC and Staff Client,' 'Allow requests on multi-part sets in PAC and Staff Client,' or 'Both'), Polaris will only allow item-level requests for items on a serial bib, and/or items with information in the volume field of the item call number.
We would like to use the current option of forcing item-level holds for serials and multi-part sets while also retaining the option for patrons to place an item-level hold for the latest James Patterson if they so choose.

While enabling item-level holds for serials and multi-parts is beneficial to our patrons due to the specific volume information included in a serial or multi-part item, it is detrimental to the patron experience if they cannot place an item-level hold on all titles in our catalogue. There will always be those patrons who prefer borrowing only material owned by their registered library, and we need to serve them just as well as we serve our less choosy patrons.
