When multiple hold requests exist for the same title, Polaris may keep all of the requests in the same Holds Request to Fill Routing Sequence as long as a single eligible item remains available in that sequence. This can occur even AFTER one item has already been identified to fill the requests.

As a result, the remaining requests may wait through the full primary and secondary routing periods before reaching the tertiary sequence, even though other libraries have available items that could fill them immediately. Depending on the configured days-at-branch settings, this can unnecessarily delay requests.

Polaris should evaluate each hold request independently. Once an eligible item has been committed to satisfy one request, the availability of that item should no longer prevent the OTHER requests from advancing to the next RTF sequence. Moving the remaining requests into the secondary or tertiary sequence would allow additional available copies to be identified sooner, reduce unnecessary delays, and make more effective use of consortium-wide collections.
