For the withdrawn example, does this really require custom circulation statuses? Or just a way to indicate/query the reason an item was withdrawn?
The reason Polaris has traditional restricted circulation statuses is because of our automated processes around certain statuses. Using the withdrawn example, our automatic Lost/Missing to Withdrawn processing would not know about custom statuses or which one to use.
If we reworked this enhancement as needing to be able to track/report on withdrawn reasons, we could plan for that within the automated processes.

A fix for this problem is absolutely necessary. We have already had patrons complain that we don't have a particular DVD title (Michael Mann's 1995 action movie Heat) because it didn't show up in their search results. It did, in fact, show up, but was part of the roll-up for a completely different movie (the 2013 DVD for Paul Feig's comedy The Heat). This makes it very difficult for patrons to find what they're looking for!

Agreed. Having two separate services that basically serve the same function, but do not communicate with each other, is redundant and causes problems with public services staff members who now cannot tell if a patron is allowed to pick up holds for a family member or not; they may be associated on Vega Discover but not linked on Polaris(?)
Please fix this and allow Vega Discover and Polaris to communicate these links/associations to each other.
