In addition to these functions, the announcements should allow more than 250 characters. UX is important, but some announcements cannot be stated easily within that character limit, and 250 is arbitrary. This article from Nielsen Norman Group discusses best practices for informing users about changes, but never sets a character limit on announcement-type banners: https://www.nngroup.com/articles/emergency-covid/

I'm not sure what all would be considered under formatting, but the ability to use HTML to add bullets, links, bold, etc. would be extremely helpful. We sometimes make announcements on our website that have links to more detailed information and have to just type in the URL in Vega announcements that patrons will then have to copy and paste in their browser to view. Not at all user friendly.
Now realize that I can add links to announcements, but additional formatting options should be available. It is really limited at the moment.

We have had some failed extractions and not know about them until patrons contacted us about various errors they encountered. This leaves a negative impression with patrons.

Additionally, when setting the date, it is in DD/MM/YYYY order which can be confusing to patrons in the United States who are used to MM/DD/YYYY order. Allowing libraries to be able to set the order for dates would be ideal.

Yes, this would be very helpful. I thought our tracking code was working but see that once again it is getting stripped out of our custom header.
