Allow the maximum fine to be a percentage.
Change the max fine from a flat rate to a percentage (50% of the items cost).

Our library is looking at doing some sort of sliding scale for replacement fees so patrons aren't paying the full cost for a title that has been used for years and is worn. Maybe that would be slightly different than the proposal but similar.
