Block patron hold requests in the PAC if they are blocked in the staff client
We would like the option to block a patron's ability to place holds in the PAC if their account is blocked in the staff client

While this Idea is marked "Already Supported" the Holds Option checkbox to Block hold in PAC if patron is blocked only applies to exceeded max number of holds. Patrons with blocks (excessive fees, expired registration, etc.) should be blocked from placing holds in PAC. Hello, this is only supported as far as if a patron has the maximum number of allowed holds on their account. It does not block the ability to place a hold in the PAC if the patron has a fine block, for example.

Within the Holds Options in system administration, the ability to block the patron has two checkboxes. One to block in the staff client, one to block in PAC.
From this idea description, it sounds like maybe your library does not have the block in PAC option enabled and that's why you are seeing different behavior.
