Outreach alert during hold creation
A request for an enhancement from our Homebound Services (Outreach) department: In Reading History, it would be beneficial to generate an alert (has had) from the Reading History when placing a hold, not during check out of the item. Presently, the current setting notifies staff at check out whether the patron has had the title already.

I would like to request if it could be set up in such a way as to toggle this feature on/off at staff discretion, that would be helpful. Many library patrons enjoy re-reading or re-watching content, and we do not need to remind them each time.
