Let us create a temporary ILL on the fly from the new item page
We do not use OCLC or INN-reach for interlibrary loan resource sharing, we use another third party service, so we have patrons fill out ILL requests using a Google form that we then review to see if it's available.
It would be ideal if, upon receiving the item they requested, we could create an ILL on-the-fly record and put it on hold for the patron without having to download a bib record, put a hold request on it, convert the request to an ILL request, and so on.
OCLC and INN-Reach are not requirements to use the ILL module in Polaris. You can still create ILL requests, which will automatically spawn brief bibs and items that are automatically deleted when the ILL request has been processed.

You don't need to download a bib. If you unlock the hold request form, you can type directly into the request fields with details about the ILL request. Then save the unlocked hold and convert to an ILL request to generate the brief records.
