Adding this to PAPI would allow this process to be performed without SQL access and also fully leverage all of the existing Polaris business logic. It would also allow hosted customers to utilize the functionality.

This would be great as it would allow for new dedup processes to be explored while being able to safely merge the records and their holdings.
