allow hold freezes on titles with no holds
patrons would like the ability to place a hold on a title and freeze that hold until they need it, even if that title has no other holds. Now, as in Encore, if a title has no other holds you can't place a freeze on it

This is important to customers that want to manage their holds without relying on staff to add a "not need before" date.
