Add more default notices
Add more default notice, such as econtent notification, ILL notice, Inactive patron and much more.
Also the ability to copy a notice and edit to make a new notice.

We are working on additional notice types this quarter (Q3 2023). https://portal.productboard.com/iii/15-vega-product-portal/tabs/68-lx-starter

I would love to have launched LX Starter already, but my director wants us to wait until the additional courtesy notice is ready. Notices being inconsistent (LX vs. Sierra) are just a lot more obvious in the case of the courtesy notices, which go out automatically/daily and affect a lot more patrons.
