Funny coincidence, I just got this same question from a colleague. The note on the idea says it was released, but if I go into one of my existing holds, I only have the option to freeze it indefinitely -- no option to set a reactivation date.

The absence of something can be a confusing way to communicate. Maybe instead of the button disappearing, replace it with a bit of text saying "Renewal not possible" or something similar. Even better (!), have the text say "Renewal not possible because [reason]."
