Block holds creation when all items in a suppressed circulation status
There should be an option to block patrons from placing holds on items if there is only one owning library and the circulation status of the item is listed as missing or in storage. While in storage items should be visible to patrons in the OPAC since sometimes that item can be taken out of storage if a patron wants it, they shouldn't be able to place a hold if there's only one owning library and their only copy is listed as in storage. Like withdrawn items, missing items simply shouldn't show up at all for patrons as an option.

Being new to Polaris, this concept would save staff time behind the scenes for us. It is not clear or obvious to staff when a bib has been suppressed, so we see many holds on bibs with items that, in most likely hood, will not be returning. We are training staff if a bib has no available items, to place a request for purchase which goes directly to the collection development team. This option will clean this process up tremendously.

For those coming across this idea, please comment on if you'd like this behavior or if you'd like to see it behind a configuration setting. I know a lot of Polaris holds logic was designed so requests could be placed and "wait for an item" but I can see the flip side of not wanting the patron to wait for an item that will never come.
