Default bib & item records to read-only in LEAP
Create the ability to default to view-only when opening bib records and item records in LEAP. It is a major issue for acquisitions and cataloging staff importing MARC files or doing bulk edits to item records when someone else with edit permissions is just looking at a title or copy. The specific record affected doesn't even pop-up to let you know about it, instead you have to go check a separate report. For the MARC import report, that means a very long report to have to scan through each time. Having the default view be view-only, and requiring staff to check an "edit" button if they actually need to work on the record would solve this.
Permissions can be set for other groups of staff to not have edit rights at all - but for technical & collection services staff, we need to be able to view records without keeping them from edits made by other TCS staff.

One extra thought I had about this - if we could just update this so that people without bib record editing permissions could look at a record without locking it from being edited by people with the permission to edit it, that would be a big improvement.

Agreed, we've seen similar issues with being able to "browser" authority records because it attempts to open the authority record in edit mode by default.
