To respond to Wes: I believe we do have cancellation notices turned on, but as far as we can tell, those only get sent if staff notice the hold is unfillable and manually cancel it.

I apologize for the erroneous update. The change we made in Nov/Dec of 2024 did not actually deliver the requested functionality in this idea request. Changing status back to Under Review.

Seconding David, but I would also like a little more flexibility with the In Transit and Transferred statuses - the fact that circ statuses are locked like this at all has required us to make bizarre workarounds in all sorts of processes. The (permission-locked) ability to just declare any item Withdrawn, regardless of circ status, would solve a lot of problems.
