Allow staff to view read-only records without needing to cancel the override pop-up
For SHRs and Authorities, if you have read-only access to those records and try to view them, you get an override pop-up. This is happening because it is attempting to open those records in Write mode. To VIEW the record, you have to hit cancel, which is confusing for staff.
For Bib records, it does not work this way. For bib records, you can view them and then if you don't have permission to write or modify them, you get the pop-up when you attempt to save the record.
In the item record if you have view only permissions, it opens the record with the fields grayed out. This is the way we feel it should work everywhere. Open the record, no pop up and just show the fields as non changeable.

Yes please!! We've received this complaint from staff ever since the ability to edit Authorities was added to Leap. It's a confusing and unnecessary pop-up for staff who don't have permission to edit these records.

In the context of bibs and authorities, I think that the records should open in view mode by default and then there should be a button / toggle that allows you to edit. At that point, an override should pop-up if necessary. Everyone should be able to see bibs and authorities.
From a system-wide perspective, I'd prefer it if everything opened in view mode by default, whether it's bib records, item records, funds, administration tables, everything. There should still be options to not allow people to even look at certain areas but that should be rarer.

In discussions with Innovative, part of this comes down to the question of do you want to allow certain functions to be "overrideable". I would argue for cataloging records, we do not want to allow any overrides, but others might feel differently and should chime in via the comments with their ideas.

"View" only should be an option for everything without forcing an override window.

Most staff do not understand it when the override dialog pops up and they end up putting in their own account information again or opening up a ticket.
