To prevent 970s for other libraries in the consortia from being added to the PO, we turned on the Filter branches in line-item segments setting in admin. However, when we Bulk Add record set to PO, the report shows in yellow even if the 970s for the other libraries is the only "issue" and our libraries still have to go through the report even though they don't need to do anything about it in case there is another issue like duplicates or missing fields etc. that they need to do something about. For popular titles this happens often since multiple libraries may be ordering at the same time.

We would like to recommend that if the setting to Filter branches in line-item segments is turned on in admin, the presence of the 970s for another library be excluded from Bulk Add to PO report or for the report not to display in yellow if that is the only "issue"
