There should be a way for staff to edit a hold once it has been placed.

For example, a patron unknowingly places a hold on a bib record that only has one item attached to it. As staff it would be nice to simply be able to edit which bib record the hold is for instead of having to place a new hold entirely and either group them or leave two holds for the same item, different editions on a patron account.

Another example: We should be able to edit an existing hold request to either make it an item-level hold or remove the item-level hold. It is inefficient for us to have to make a new hold entirely in a situation like them when we could either add a item-specific barcode to an existing request or remove an item barcode, depending on the situation.
