Please add the ability to transfer an item-level hold to the bib level. In our system, holds automatically attach to an available item. When the item that has captured the hold is unavailable for some reason (ie. the item has gone missing), there is no easy way to deal with the hold if there isn't another available item. You only see the option to transfer the hold to another specific item. If these are all circulating or unavailable and there is a list of holds at the bib level, you cannot currently transfer that item hold back to the bib list. You don't want to choose a specific item because you can't reliably predict which will be the next one available.

When this happens, we have to do the following to ensure the hold can be filled:
Cancel the item hold
Search for the patron
View the patron's cancelled holds
Select the option to replace the title hold by originally placed date.

Ideally, I would like the option from the bib record summary view to transfer the hold to the bib level by originally placed date so that the patron would be re-added to the bib list in the correct priority order.

This happens a lot more often than you might think and having this functionality would be so helpful!
