Add "create fee" endpoint to the API
The API currently doesn't have a way to add a fee to a patron account. The use case where we'd want this is that we use a third party for online self-registration. They offer t he ability to differentiate between resident and non-resident accounts, but to use the non-resident option, we'd need to have a fee added when the account was created.

This has become increasingly important as patrons from outside our county and seasonal visitors are now using our online registration form. If this feature were available, we could issue them a card without requiring staff intervention.
