Eliminate the barcode requirement for placing holds on on-order multivolume set records and serials
At this time, holds on the serials and multivolume set records are not functioning in an efficient manner when the title is not under serial control. Examples include manga, college guides, or test prep guides. In PowerPAC and Leap, patrons and staff cannot place volume level holds when the associated item is on order and does not have a barcode. It is not part of the staff's normal workflow to add a barcode to on-order items until the physical item arrives at the library. As long as a volume is in the volume field, Polaris should be able to identify that a hold can be placed on it without a barcode being present in the records.

Critical for Patron facing staff to assist Patrons in placing holds on appropriate staff. Eliminates the need for Patron facing staff to leave notes for catalogers to place items on hold when item is in hand. Holds get placed in correct order. Can even become relevant if/when the amount of holds on a volume trigger the need for multiple copies being purchased.

It's already a bit confusing placing holds on serials or multivolume sets. Adding this extra layer for staff takes time, and patrons don't understand this limitation. Patrons just want the material.

This fix would serve patrons and save staff time. Having to create a fake barcode and then replace that information is unnecessarily tedious for acquisitions staff; having to explain to patrons why they can put a hold on some on-order items but not ALL on-order items is frustrating for both staff and patrons. Please make this modification.

Adding a fake barcode so that patrons can place holds is time-consuming and frustrating. It is also not well documented, so libraries new to Polaris have trouble understanding why their patrons cannot place holds on certain items. Why do items with volume numbers need barcodes when they aren't required for placing holds on items without volume numbers?

We definitely need this fixed so patrons can place holds on the right volume when it's on-order. The call number volume should be all that's needed to do this.
