transfer holds between bibs
Allow transfer of bib level holds to another bib! Documentation states that only item specific holds can be moved, and then only to bib level on the same bib or to another item. We need to be able to easily move holds or even entire hold lists to another bib.

Moving holds to a new edition of a title, or a new volume of a series. Depending on individual library cataloging and their use of monograph versus serial records, not to mention volume information, there are many instances of having title level holds on something that has been superseded by something else.Moving holds to an entirely different title entirely because a title with outdated information was replaced with a different title.Reorder process may result in a new bib for an existing title with holds
Currently, this must be done manually, hold by hold. Not a good use of time.

I've done this a few times with a workaround, where I used the Transfer Attached function. But its always a multi-step process and I always hope I don't get interrupted. I select one of the attached items/orders and the group of holds to be transferred to the other bib, transfer attached and then transfer the item/order BACK to the original bib leaving the holds on the new bib. I have always wished for the ability to move the holds without having to move an item or an order.

Transferring holds between bibs is possible in acquisition, but you have to create an order or item to transfer, too! It would be nice to be able to transfer holds without the item or order, as sometimes you forget to delete it (oops).
