change patron record creation prompt order
Patron record creation is currently ordered: telephone, email, text message number. Changing it to be: telephone, text message number, email would make it easier.

Libraries can control the order of prompts in record templates in Sierra.
The order in which the field is prompted in the wizard is determined by the order in which the field appears in the variable-length area of the template. You can change the order in which these fields should be prompted in the wizard by right-clicking the field(s) and using Move Up or Move Down.

I could be missing something, but you should be able to determine the order of these fields in the setup of your various patron record templates & the prompts you select?
