Allow enabling/disabling of Pickup Areas per library AND enabling of specific Pickup Areas - not all or nothing
Currently, we can't use the Pickup Areas functionality in Leap because it is enabled at the system level only (except for the PAC part) and once it's enabled it's ALL pickup areas or none of them - it doesn't allow a library to disable pickup areas in Leap OR to enable, say, Curbside, but not Locker, as a pickup area, if both are added system-wide. We need each library to be able to enable or disable Pickup Areas in Leap AND enable ONLY the specific pickup areas from the list that they offer. This enabling of specific Pickup Areas a library offers should be able to apply to what displays in Leap for staff and the PAC for patrons.

As mentioned in Emma's comment, this is already supported. There is a system-level setting that is tied to whether the pickup area field displays in Leap (i.e., does anyone in the system use pickup areas). Display in PAC and configuration of the list of available pickup areas is supported at the branch level.
I think the confusion might be that the Hold Pickup Areas table has different views at the system versus branch level. At the system, you define the pickup areas. At the branch, you enable/disable them. This way if you have multiple libraries that offer curbside, you don't have to add curbside multiple times. You can add it once and configure which branches use it.

This is a fairly major oversight if we can't already do this. It makes no sense to not use the library level in a consortium.

I thought these *could* be set at the branch level? We have one location that does not have a drive-thru and we have set "drive-thru" to be "not selected" in the Pickup Area database table at the branch level, and I think it's working. But it's in our training server (we're not live with pickup locations yet) so I'm not confident.

We haven't looked too closely at the pickup areas yet, but this sounds like a critical enhancement to make it manageable in a consortium or multi-branch libraries.

Yes, 100% this. We need to allow individual libraries to offer different pickup locations, and only show those pickup locations that they offer. Thanks!
