Non-circulating Materials
REQUEST: Ideally suppression rules would be the same as currently followed in the ILS (Sierra and Polaris) along with requesting parameters. Would help with reference only collections that can't be checked out/removed from building but say 'checked in'

A a Vega Admin, I can expect Vega Discover to respect NonCirculating and Does Not Circulate flags applied to items and instances.
As a Vega Admin, I can use the Material Type settings to set all X Material to disallow request in Vega.
Acceptance Criteria
NonCirculating Content from ILS
Items where the Sierra I(item) Type = Does Not Circulate are considered non-circulating items.
Items where the Polaris Item Level Checkbox of Non-Circulating is set are considered non-circulating items.
NonCirculating Flags in Vega Configuration
Non-Circulating Item Locations can be selected in a New Non-Circulating Collections Setting in the Vega Staff UI:
Select Item Level
Select Locations that do not circulate items.
Items belonging to non-circulating locations are considered non-circulating items.
Allow libraries to mark Material Types as unrequestable:
The Material Types setting for Request Bibs with No items is modified to include the following settings under the heading Request Setting:
Allow request on bibs with no items
Disallow request on bibs with no items
Non-requestable material
Non-requestable materials are considered non-circulating items.
Existing Item with Item Statuses defined as 'Available' but set to "Suppress Get It" are considered Non-Circulating
Patron UI Display of NonCirculating Materials
In the Location Drawer and Edition Table non-circulating items display a green status of: In Library Use Only.
For works where all items are considered Non-circulating, the work displays In Library Use Only as the Availability Status for the material in Green followed by any call number, location, collection, OPAC MSG, and/or item note information.
For format groups in works where all items are considered Non-circulating, a Get It Button is not displayed.
When a material type is marked 'non-requestable material' no bib or edition level request buttons are shown for any material with that format group in Vega Discover.
The In Library Use Only string is customizable for all Languages.

This would eliminate a lot of patron confusion if we could suppress the Place Hold button based on things like material types. There is already some material type mapping allowed, so it would be nice to add a hold button suppression column to it. Location codes and item types would also be helpful.

We have certain collections set to not be eligible for holds in Sierra. Vega still allows patrons to attempt to place these items on hold, but we have gotten some complaints that the error message is not very clear. Currently, this message says "No items requestable. Request denied." It would be great if this text could be added to the translation file, so that we can customize it.

We are a Polaris library and would like this option as well. We have a collection that is non-holdable but the holds button shows up. Patrons don't find out they are not able to put the item on hold until they have clicked to place a hold and then it tells them. Not great customer service.

The 'Place Hold' button currently displays for non-holdable items. This is misleading for customers who are led to believe the item can be requested. The customer gets an error message with a large red exclamation mark even though they can see the Place Hold button and the number of items available on the screen (see attached image).
This is particularly frustrating given this error is created by Discover not recognizing the request rules settings the library has configured. It is not a customer error and it creates a poor user experience. Complaints to staff have no good response as there is no good explanation for the incorrect system behavior.
We would like the ability to configure something like the request rules in the Discover environment. Unfortunately, the current situation is a step backwards in terms of local configuration for customer service.

We would like to see this as well. We have a couple of collections that are not holdable, but do circulate and it is confusing and potentially frustrating for a patron to see a Place Hold button and then get an error message.
A related issue exists for items that can only be held at their owning location. Vega displays all pickup locations in the drop-down list when the hold is being placed. If a patron chooses a location where the hold cannot be picked up, the hold isn't successful but there is no indication or messaging to say that this is the case or why.

Many libraries feature "browsing" collections which are not holdable, but are available for customer checkout. Currently, the only means to suppress the Place Hold button is via item status code (In Library Use, etc). However, there is not a means to suppress the button for those non-holdable collections that have a Check Shelves status, as Discover does not recognize ILS-based configurations such as ASAA (Sierra).
The ability to suppress the Place Holds button based on additional codes - such as location or itype - would provide an effective workaround for these types of collections.
