Functionality of staff changing hold pickup location on held items
Current functionality says "If the item is held at your library (the pickup branch is the same as your log-in branch), and you change the pickup branch, the hold will automatically change from Held to Shipped."
We would like this to function the same as if the item is not at your location and mark the item so it appears on the holds to transfer list. The staff will then scan the item to mark it as shipped. We have staff that work at different service points no where near our holds shelves and it would be convenient if they can just switch the location rather than retrieve the item and transfer it right then.

This makes our workflow much easier and consistent. For larger locations this is especially beneficial. This allows better customer service as well for any staff member to be able to switch their held location throughout the day, and then evening staff can easily pull all of the holds to transfer.

Our Downtown location is big enough that someone answering the phone at the first floor Childen’s desk wouldn’t easily be able to go to the 2nd floor to pull the held item while they’re working at the desk. We’d prefer for the pulling of held items to be accomplished all at once via Holds to Action rather than on-demand given the various locations of staff who might end up taking the patron request.
Nearby library staff can still immediately initiate the process of moving the held item even if it does appear on Holds to Action so it would be possible to have the best of both worlds.

When staff who don't manage holds "move" items, circ teams have no way to locate these things easily. It should just be part of the work flow. It shouldn't matter which location changes the request, it should still hit the "holds to action" with everything else.

It definitely isn't obvious that this is what a staff member is supposed to do, so it has caused so much confusion for all involved, and we've had to add in extra (and confusing) steps to what could be such a simple process. It would be so much better if this functioned the way described.

This would be more consistent and prevent issues when the pickup location change is being made by someone who can't immediately grab the item.

Our staff have mostly adjusted to this "feature" but this always trips people up and would be simpler if it were the same across the board.
